SPYGLASS MANAGEMENT

The duties of the Association’s management company include:

 

  • Mailing monthly statements to all 554 homeowners and maintaining homeowners’ ledgers.
  • Collecting homeowners’ monthly assessment checks and depositing them into the Association’s bank accounts.
  • Maintaining and filing the Association’s financial records.
  • Providing Board Reports for the Association meetings.
  • Attending Association meetings and taking the minutes.
  • Copying and mailing the Spyglass newsletter.
  • Preparing and mailing the Annual Election Meeting Packages.
  • Coordinating the Annual Election meeting and assisting the appointed inspectors in tabulating votes.
  • Assisting the Board in preparing the Association’s annual budget and balance sheet.
  • Assisting the Association’s accountant in preparing the annual tax returns.

     

    The duties of the Association’s general counsel include:

     

  • Filing liens, foreclosures and Small Claims Actions against delinquent homeowners.
  • Reviewing the monthly list of delinquent homeowners.
  • Providing Status Reports to the Board on the delinquent homeowners.
  • Reviewing the Association’s delinquency policy.
  • Updating the Board on new laws affecting homeowners’ associations.
  • Assisting the Board in overseeing any litigation that the Association might be involved in.
  • Reviewing violation letters that might involve litigation.
  • Providing a legal analysis or interpretation of provisions of the CC&R’s, when required.

     

    The duties of the Association’s Operations Manager include:

     

  • Receiving Slope Service Request forms (SSR’s) submitted by homeowners, logging them on a computer tracking system and following-up on the SSR’s.
  • Receiving Request for Architectural Approval forms (RAA’s) submitted by homeowners, logging them on a computer tracking system and, if necessary, presenting the RAA’s to the Board.
  • Writing letters of response, if required, on behalf of the Association to homeowners who have submitted SSR’s or RAA’s.
  • Maintaining a file of all SSR’s and RAA’s and responses.
  • Following up on the work performed by the Association’s landscaping contractor.
  • Preparing weekly reports for meetings with the Landscape Committee and the supervisor from the landscaping contractor.
  • Overseeing the repair work on the Association’s concrete bench drains.
  • Reviewing invoices and bills from the landscaping contractor, other contractors, geologic consultants, well drilling company, County agencies, State Water Board and laboratory before approving for payment by the Association.
  • Maintaining computer databases for directory of Spyglass homeowners, slope plantings, bench drain collectors, irrigation meters, irrigation controllers, backflow valves, bench drain repairs, dewatering well repairs, the Association’s water bills, the Association’s electric bills and sales of Spyglass homes. Providing Board Approved Color Charts to homeowners requesting them prior to repainting the exterior of their homes.
  • Measuring the water flows from 20 hydraugers, 8 dewatering wells and 2 subdrains.
  • Measuring the water levels from 42 monitoring wells.
  • Monitoring the dewatering system.
  • Monitoring the measurement of the inclinometers for subsurface movement on the Sierra Sky slope, maintaining a computer database for the measurements and creating charts and graphs of the measurements.
  • Coordinating with the engineer for the horizontal survey of the measurement of surficial movement on the Sierra Sky slope.
  • Coordinating with geologic consultants and the County.
  • Gathering water samples for the laboratory for submitting semiannual water quality reports to California Water Quality Control Board for the discharge of the dewatering wells.
  • Performing weekly drive-throughs to observe and monitor any violations of the CC&R’s or any exterior changes without RAA’s.
  • Meeting periodically with representatives of the Los Angeles County Sheriff’s Department and Los Angeles County Supervisor Don Knabe’s office.
  • Being on-call for any Association related emergencies.
  • Attending Board meetings and presenting the Operations Manager’s report, the
  • Architectural Committee report and the Landscape Committee report.
  • Research and data gathering for the Board.
  • Performing other tasks as directed by the Board.
